Biography and Details

Amil Alik oglu Bilalov – member of the Muslim Unity Movement Date of arrest: 22 February 2024 Charge: Article 234.4.3 (Illegal manufacturing, purchase, storage, transportation, transfer or selling of narcotics, psychotropic substances committed in large amount) of the Criminal Code of the Azerbaijan Republic.

On 22 February 2024, Amil Bilalov, a resident of Jeyranbatan settlement in Absheron district, was coming home from work and on his way was grabbed by unknown people in civilian clothes.

His relatives were not able to trace him or get any response from the law enforcement authorities.

Two days later, on 24 February, they found out that Amil Bilalov was in the Absheron District Police Station within the Azerbaijani Ministry of Internal Affairs.

The same day, Amil Bilalov was sentenced to 4 months' imprisonment in the pre-trial detention center for the period of the preliminary investigation.

The period of detention in custody during the investigation has been subsequently extended several times Sentence: On 5 December 2024, the Sumqayit City Court for Serious Crimes issued a verdict: since the prosecution failed to provide any convincing evidence in the course of the trial, the Judge substituted the previous Article of the Prosecution with a new one, 234.1-1 (Illegal acquisition or storage of drugs or psychotropic substances without the purpose of sale in an amount exceeding the amount necessary for personal consumption, committed in a large amount) of the Criminal Code of the Azerbaijan Republic.

And afterwards Amil Bilalov was sentenced to 3 years of imprisonment Judge: Fahmin Humbatov Place of detention: Pre-trial Detention Center at the Umbaki settlement in Baku City Qaradaq District Conclusion: At the trial, Amil Bilalov (born in 1994) stated that he hadn’t had any drugs in his pocket when he was detained.

The police officers put it in his pocket and caught it on video.

After that they forced him to sign a prepared confession.

When he refused to do it, the police threatened to bring his wife to the police station and subject her to torture.

Amil further denied the charges against him and said: “I was actually arrested on a false accusation of drugs because I have been helping the families of convicted believers.” 177
