
Elmidar Rustam oglu Ibrahimov – believer Date of arrest: 29 October 2025 Charge: Article 221.2.2 (Hooliganism, committed with resistance to representative of the authority, acting as on protection of a social order or stopping infringement of a social order or with resistance to other person) of the Criminal Code of the Azerbaijan Republic.
On 29 October 2025, the Imishli District Court issued a ruling: to apply a preventive measure against Elmidar Ibrahimov in the form of arrest for a period of 3 months.
The period of detention in custody during the investigation has been subsequently extended several times Penal of detention: Penal Colony at the Qurumba village in Lankaran District Conclusion: Ibrahimov, a 27-year-old Elmidar Ibrahimov, resident of the village of Telishli in the Imishli District and a veteran of the Second Karabakh War, was officially accused and arrested by the Imishli District Police Department officers for allegedly attempting to set himself on fire in an act of suicide in front of that District police building.
The police officers Fateh Dadashov and Elgun Rustamov reportedly tried to prevent him from committing self-immolation but suffered serious burns in the process.
Meanwhile, Elmidar Ibrahimov’s wife told the journalists that police officers had repeatedly blackmailed and threatened to arrest him because of his religious activities, especially on social media.
Driven to despair and as a sign of protest against the police threats and pressure, the war veteran decided to commit an act of self-immolation.
After receiving medical treatment, the arrested Ibrahimov was transferred to the Baku Detention Centre No. 3 and later, was moved to the Penitentiary Complex in the village of Qurumba in the Lankaran District. 204
